Because the private sector cannot provide all the services that people need, some governments are in charge of providing them. These services include military defense, fire and police departments, schools, roads and social services. Governments generate money to pay for these services by charging fees and taxes, but they may also borrow money to cover expenses.
Most governments preserve themselves against external threats, and they do this by forming armed forces to fight wars, and intelligence agencies to gather information about foreign powers. They also try to prevent spies and terrorists from entering their countries, and they try to punish the people who would harm them.

In the United States, this group is called Congress and has two parts: the House of Representatives and the Senate. The Senate has 100 members, two from each state. The number of senators changes every time a state gets more or less population.
